OUTSOURCING IN THE STAFFING SYSTEM OF IT ENTERPRISES

Abstract

In the era of globalization and rapid digital transformation, effective human resource (HR) management in IT enterprises has become increasingly important. Intense competition for qualified professionals, talent shortages, and the need for technological adaptability push companies to seek alternative models, notably HR outsourcing. This approach involves delegating specific HR functions—such as recruitment, payroll, or staff provision – to external providers. Despite its growing use, there remains a lack of focused academic analysis on its effectiveness in the specific context of the IT sector, where intellectual labor, flexible structures, and international collaboration are defining features. This article explores HR outsourcing as a strategic tool in IT companies, analyzing various forms: HR process outsourcing, outstaffing (where workers are employed by a provider but work for the client), and personnel leasing (short-term specialist contracting). It highlights how outsourcing can be effectively integrated with HR information systems (HRIS/HRMS), which support automation, strategic decision-making, and employee engagement, thereby contributing to broader organizational development. The study identifies several advantages of outsourcing: cost efficiency, operational flexibility, access to specialized expertise, and scalability. However, it also outlines inherent challenges, including difficulty in integrating outsourced personnel into company culture, data confidentiality risks, and maintaining service quality. These challenges are particularly relevant for IT firms with high demands for innovation and responsiveness. The article argues that HR outsourcing is not merely a cost-reduction tactic but a strategic instrument that enables increased agility and responsiveness in workforce management. This is especially beneficial for small and medium-sized IT enterprises that often lack sufficient internal HR resources. The paper concludes with practical recommendations for designing and optimizing HR outsourcing strategies that align with organizational goals, promote competitiveness, and support long-term growth.
