DEVELOPMENT OF A COLLABORATIVE MANAGEMENT MODEL FOR UKRAINIAN UNIVERSITIES

Abstract

The article considers the problem of modernising the university management system in the context of reforming the educational environment and global challenges. The relevance of the topic is due to the need to improve the management system of higher education institutions in Ukraine in the context of globalisation, digital transformation and reform of the educational environment in wartime. The purpose of the article is to examine the peculiarities of university management on the example of Asian countries and to develop a model of collaborative management for Ukrainian universities that combines international experience with national characteristics and needs. The article uses the methods of comparative analysis, systematisation, generalisation and modelling, which allowed to analyse the collaborative management models of universities in China, South Korea and Singapore to identify effective approaches that can be adapted to the management of Ukrainian universities. The key elements of the collaborative governance model are identified, including: a balance between university autonomy and state control, active involvement of stakeholders in the decision-making process, integration of universities into the national innovation ecosystem, and leadership development. The article proposes a model of collaborative governance that combines three areas of management - politics, finance and human capital and provides for: state strategic leadership, autonomy of higher education institutions and partnership with stakeholders. The proposed model helps to improve management efficiency, provides flexibility in strategic decision-making and adaptation to dynamic changes. The practical value of the article lies in the formation of conceptual approaches to the implementation of a collaborative management model in Ukrainian universities, which creates a basis for the development of regulatory documents, internal policies and strategies for the development of universities to improve the quality of educational services and increase competitiveness. The research can be used in the practical activities of managers of higher education institutions, educational policy makers and other stakeholders.
