DIGITALIZATION OF CHANGE MANAGEMENT PROCESSES IN THE CONTEXT OF DIGITAL TRANSFORMATION OF THE PUBLIC SPHERE

Abstract

The article examines the digitalization processes of change management in the context of digital transformation of the public sphere. The research focuses on analyzing the structure and functional capabilities of the digital component of the DIY4C method as an innovative tool for supporting strategic decision-making. The study investigates the implementation of specialized digital modules (D4C for forecasting and strategic analysis, D4S for public consultations management, D4M for monitoring and evaluation processes, and D4R for regulatory proposal development) and matrices (D4Fc for strategic planning, D4Eco for green recovery standards assessment, D4St for stakeholder mapping, D4Com for communication strategy development, and D4MiO for monitoring and evaluation processes) in change management processes. The research methodology employed a comprehensive approach to evaluate the effectiveness of digital tools implementation through temporal, qualitative, and resource parameters. The study presents detailed analysis of practical applications of the DIY4C method across various public administration domains, including community development strategy formulation, territorial recovery planning, regulatory framework improvement, and public participation mechanism development. The findings demonstrate significant improvements in decision-making efficiency through automated data processing, result visualization, and establishment of effective feedback mechanisms. The research reveals that digital transformation of change management processes facilitates enhanced stakeholder engagement, increased transparency in decision-making, and optimized resource utilization. The digital component enables real-time data processing, comprehensive analysis of stakeholder input, and systematic monitoring of implementation outcomes. The study identifies key performance indicators that demonstrate substantial improvements in consultation process duration, information processing efficiency, and stakeholder participation rates. The article provides empirical evidence of the method's effectiveness in various public administration contexts, from local development strategies to national policy formation. The findings indicate that digital transformation creates prerequisites for systematic approach to public sphere modernization through enhanced data analytics, improved communication channels, and integrated monitoring systems. The research outlines future development perspectives for digital tools in public administration modernization, including artificial intelligence integration possibilities, scaling potential at national and international levels, and adaptation capabilities for specific sectoral needs and challenges.
