MANAGEMENT OF INVESTMENT RESOURCES OF BIOFUEL PRODUCTION ENTERPRISES ON THE BASIS OF PUBLIC-PRIVATE PARTNERSHIP
Abstract
The article defines that the development of biofuel production requires the involvement of appropriate investment resources, the involvement of which is possible through the use of public-private partnership measures. It was established that Ukraine has some experience in the implementation of public-private partnership projects in the field of biofuel production, but it has not yet become widespread due to military actions. It was determined that the mechanism for managing the investment resources of enterprises for the production of biofuels on the basis of public-private partnership should include the main components, namely planning and evaluation, own financing of the project, ensuring the implementation of this project, and control and analysis of results. It has been proven that the implementation of an effective investment resource management mechanism can help enterprises working in the field of biofuel production on the basis of public-private partnership to achieve their goals, increase the profitability of projects and contribute to the development of sustainable energy. The implementation of an effective mechanism for managing investment resources can lead to a number of positive results for enterprises working in the field of biofuel production on the basis of public-private partnership, namely the reduction of project costs: effective planning and assessment of project needs allow optimizing the costs of investment resources; acceleration of project implementation: clear planning and coordination of actions of state bodies and private partners allow to reduce the time required for project implementation; increasing the profitability of the project: attracting investments based on a clear investment plan allows you to maximize the return on investments; increase in biofuel production volumes; reduction of negative impact on the environment; improving the energy security of the country: increasing the volume of biofuel production allows diversifying energy sources and reducing dependence on fossil fuel imports; increasing the level of trust and cooperation: the implementation of transparent and accountable mechanisms for managing investment resources contributes to increasing the level of trust between public authorities and private partners.
