SECURITY OF INCLUSIVE RURAL DEVELOPMENT

Abstract

The aim of the article is to investigate the security indicators of inclusive rural development. Based on the analysis of statistical materials, the current state of rural development in conditions of war is examined, and forecast macroeconomic and social development indicators of Ukraine until 2026 are provided. Rural areas form the foundation of socio-economic development and are a crucial asset for the national security of the state. They also require a clearly defined long-term development strategy. One of the key challenges is the absence of a regulatory framework for implementing sustainable development strategies in rural areas. The article emphasizes the necessity of improving rural infrastructure, involving state support, which will impact the reduction of unemployment levels and engagement of youth in village development. An analysis of key indicators of socio-economic inclusion of rural areas and unemployment rates is conducted, as Ukraine ranks among the top countries with the highest unemployment rates due to the full-scale war. The modern challenges facing rural areas include overcoming unemployment, albeit with insufficient motivation for work and high labor migration. In recent years, there has been a worsening demographic situation with increasing mortality rates, leading to the decline of rural settlements. To enhance the security of the regions, it is necessary to develop businesses and finance new interesting, promising, and innovative projects aimed at the development of the region. The monitoring of inclusive development security in rural areas involves both external and internal environments, assessing and forecasting trends in the region, and shaping key directions for sustainable and inclusive growth. This process determines pathways for further development. The utilization of the inclusive development concept should be aimed at enhancing competitiveness, involving investments in human and social capital, improving social security, and the quality of services for all population segments, thus making the economy less vulnerable to external factors. A development process in the rural sector is proposed, taking into account the development of the agricultural sector, inclusive rural development, and rural area advancement.
