SYSTEMATIZATION OF METHODOLOGICAL TOOLS FOR STRATEGIC PLANNING OF TERRITORIAL DEVELOPMENT

Abstract

The relevance of the research topic is substantiated by the need to improve the processes of strategic planning of socio-economic development of territories, which requires a careful selection of tools. The current transformational changes taking place in the global economy have affected the requirements for various types of resources, as well as for the methods and approaches used in strategic planning, which are flexible and result-oriented and require constructive analysis. The purpose of the article is to define and systematize the methodological tools for strategic planning of territorial development. The object of research is the methodological tools for strategic planning of territorial development. The subject of the study is the processes of strategic planning of territorial development. Research methods: comparative and logical analysis, generalization, systematization. The article analyzes the existing practices of applying methodological support in strategic planning of territorial development. The author proposes to systematize the tools for strategic planning of territorial development by the following criteria: by stages of strategy development, by types of methods (which, in turn, include methods of analysis and methods of information collection), by types of approaches, by types of forecasts, by forms of control, by types of technologies, by methods of analysis. This improvement makes it possible to clarify the features of each of the methodological tools and use them more effectively, which ultimately contributes to the efficiency of territory management. The results of the study can be implemented in the activities of local authorities in order to improve the effectiveness of strategic planning for the development of territories, as well as form the basis of updated methodological recommendations for the development of strategic plans for the development of territories.
