INFRASTRUCTURE COMPONENT OF LOCAL COMMUNITIES INTELLECTUAL CAPITAL DEVELOPMENT
Abstract
The intellectual capital of the territory is a key factor in ensuring sustainable development. Its level is determined not only by the availability of human capital, but also by infrastructural conditions that contribute to the realization of natural endowments, professional training and qualifications of a person. The infrastructural component of the intellectual capital of local communities is critical for the formation of a favorable environment that supports the development of human resources, ensures the attractiveness of the territory and stimulates innovation. Infrastructure is considered as a set of industries operating in a certain territory and creating conditions for a comfortable life and successful work of a person. The study of infrastructural features at the local level makes it possible to identify limitations and opportunities for increasing the level of intellectual capital and ensuring the sustainable development of communities (urban, rural and settlement). The role and capabilities of the infrastructural component of the intellectual capital of local communities in ensuring the sustainable development of territories are substantiated. The advantages of the territorial approach in revealing the influence of the infrastructural component on the development of the intellectual capital of the territories are determined. Special attention is paid to human capital in ensuring the development of the intellectual potential of the territories. The impact of different types of infrastructure, from basic to digital, on the human capital index by world region is analyzed. The experience of the EU regarding the introduction of digital education as a key tool for the development of human capital in the modern era of digital transformations is considered.
