FOREIGN EXPERIENCE IN USING DECENTRALIZATION AS A STRATEGIC DIRECTION FOR THE DEVELOPMENT OF THE EDUCATIONAL SECTOR
Abstract
The article is devoted to the study of foreign experience of using decentralization as a strategic direction of education development. Based on the research, the following conclusions were made. Regulation of relations in the field of education in Canada is carried out decentralized, namely entrusted to the care of subjects of the federation of provinces and territories. At the federal level, there are educational advisory bodies, which consist of representatives of the ministry and provincial departments of education. These advisory bodies coordinate the formation and discussion of the general judicial policy in the field of education, and also perform representative functions on the sites. In Canada, there are strict international requirements for the standardization of programs. State bodies do not take part in the formation of educational plans. These questions are contained in the input of the public: school councils, local community councils, quality assessment councils. These bodies are fully defined by law (at the provincial level), but they are not state bodies. Canada also has a licensing system for educational activities and a permit system for educators. As part of licensing requirements, educational organizations are evaluated for compliance with the requirements of the law, and teachers are licensed for compliance with qualifications. Licensing is carried out periodically. Control over the activities of educational organizations is also carried out in the form of monitoring and statistical and sociological studies, including surveys of the population (parents and communities) regarding satisfaction with the education system. There is also a place for self-examination. Inspection of educational organizations is carried out by persons authorized by the Ministry of Education of the region. There are no plans for an inspection. It is assumed, as a rule, in the presence of information about violations, receipt of appeals and complaints that are studied. The full scope of the inspector includes an assessment of compliance with the legislation of the educational organization, including regarding the safety of students, protection of their lives and health. At the state level, at the level of the region, control over the assessment of the quality of education is carried out. Such control is carried out both by public organizations (school councils) and by the state.
