MANAGEMENT OF SOCIAL EXPENDITURES OF THE STATE BUDGET OF UKRAINE THROUGH THE TREASURY SYSTEM

Abstract

The article analyzes the current aspects of the financial support of the social function of the state. The topicality of the topic is due to the full-scale invasion of the aggressor country, as a result of which Ukraine found itself in conditions of a deep economic crisis, where the budget plays a decisive role in the formation of political, economic and social processes. The war, economic sanctions and international financial aid had a significant impact on the budgetary financing of the social sphere. In this regard, the state budget needs adaptation to new realities and more effective financial management, focusing on social priorities. In this context, the budget is considered as a tool for implementing key priorities of state policy in the social sphere. An analysis of the volume and structure of expenditures of the state budget of Ukraine for the period 2019–2023 was carried out, and the main trends in the financing of socially oriented expenditures were determined. Particular attention is paid to the implementation of the provisions of legislative acts regulating the financing of the educational and medical sectors of Ukraine. In the period 2019–2023, Ukraine saw a general increase in funding of the social sphere, which demonstrates the government's desire to increase the level of social protection of the population and improve the quality of social services. At the same time, the economic difficulties caused by the war and global challenges led to an uneven growth rate of funding in this area. Given the limited resources, it is important to focus on the effective use of available funds, optimizing costs and preventing them from being wasted. In the conditions of growing challenges, state funding should be directed to the most important social needs.The main prospects for the development of financing of the social sphere determine the key directions and opportunities for improving the social security system aimed at ensuring a decent standard of living for every citizen.
