SOCIO-ECONOMIC DEVELOPMENT OF THE EDUCATIONAL SPHERE AS A GUARANTEE OF ENSURING THE INTELLECTUAL CAPITAL OF THE REGION
Abstract
Intellectual capital, knowledge and innovation play a decisive role in ensuring the competitiveness of the region. This is due to the objective process of the beginning of the knowledge economy, in which the sphere of non-material production makes the greatest contribution to the creation of the national wealth of countries. The interest of the scientific community, governments of national states and international organizations in the issues of socio-economic development of the educational sphere for the benefit of economic development and ensuring the competitiveness of the region is growing. In particular, the concept of intellectual capital, which considers human resources, knowledge and intelligence as key factors in the economic development of the region, has become widespread. The conceptual apparatus of the concept of intellectual capital is very ambiguous. Thus, along with the term "intellectual capital", such concepts as "human capital", "human potential", "intellectual potential", "innovative potential" are used and in some cases considered identical. In the course of writing the article, approaches to understanding the economic essence of the listed concepts were studied, their categorical overlap was noted, and fundamental differences were noted. In particular, it was clarified that the economic essence of capital (for example, human or intellectual), unlike potential, is its ability to generate income. Intellectual potential characterizes a set of certain possibilities and abilities and is a prerequisite for the formation of intellectual capital. Understanding and accounting for the processes of formation, accumulation and use of the intellectual capital of the region plays an important role in the development and improvement of the regional socio-economic policy. The management of the intellectual capital of the region involves the creation of favorable conditions on the part of the regional state authorities, which will contribute to the effective transformation of the existing intellectual potential of the region into specific scientific results and innovations, demanded by the market and able to contribute to the economic development of the region. And that is why it is necessary to develop approaches to the management of intellectual capital of the region, which are consistent with the development strategy of a specific region. Methodological assessment of the region's intellectual capital, which can be a promising direction of research, occupies an important place in this issue.
